The fist picture in from a Spenceville turkey with a buddy in 1986. The turkey on the ground is from yesterday.
Also the turkey in the upper picture is a jake and the lower is a 2 year old.

Try Spenceville Wildlife Area. It is east of Beale Air Force base.
Spenceville Wildlife Area - California Department of Fish and Wildlife
It's huge but you need to know where the turkeys are (11,942 acres).
I have hunted there alot. My first hunt ever was there in 1978 or 1979. That was the first open general hunting season here in California. After the first two weeks it is open to the public. Matt and Buzz turkey hunting results (2) - Copy.jpg
Got one today in Fiddletown.

I think in some area you can use a bow to hunt. I'm not 100% sure but I saw a write up about hunting turkeys on the AR.
"The Middle Fork of the American River and adjacent lands from Highway 49 Bridge upstream to the Lake Clementine Dam".

Hunt the foothills, national forest and blm lands! But pretty much where their is food, find the food and you will find the birds!!
Oh, and I am working at Aerojet and that place is FULL of birds, usually see bout 40+ birds a day!!
Hope this helps
